Federal Need-based Grants
TopFederal Pell Grant
Eligibility Criteria:
- Eligibility determined by the Free Application for Federal Student Aid (FAFSA)
- Undergraduate; first bachelor's degree
- Eligibility is based, in part, on student enrollment at the beginning of a semester. If a student withdraws or receives a non-passing grade for a class, we must confirm that the student attended at least one session of that class. If you did not attend a class for which you withdrew or received a non-passing grade your Federal Pell funding will be reduced.
Terms of Grant:
- Based on need
- Grant amounts and maximums vary
- Grant amount is reduced for less than full-time enrollment. Eligibility is reviewed each term at the add/drop deadline.
- Cannot receive for more than 12 full-time semesters
- There is an annual Federal Pell limit. Students enrolled full-time for fall/winter terms will use their annual limit in these terms. Students may have spring/summer eligibility depending upon enrollment.

Federal Supplemental Educational Opportunity Grant (FSEOG)
Eligibility Criteria:
- Awarded only to Pell Grant-eligible dependent undergraduates who are pursuing their first bachelor’s degree and have a Student Aid Index of up to zero (-$1500-$0 SAI)
- Must complete the financial aid application process by the priority deadline
- Grant amounts vary based on available funding
Terms of Grant:
- Must be enrolled at least half-time
Children of Fallen Heroes Scholarship
Beginning in 2024-2025, students eligible for this federal scholarship will instead be awarded a maximum Federal Pell Grant, regardless of their calculated SAI.
Eligibility Criteria:
- Must have had a parent or guardian die in the line of duty while performing as a public safety officer.
- Must be a Federal Pell Grant recipient.
- Must be less than 24 years of age or enrolled at an institution of higher education at the time of parent or guardian death.
Terms of Scholarship:
- Note, this is not a specific scholarship. Instead, all Title IV Financial Aid will be awarded as if the student's Student Aid Index is $0. Eligible students will receive the maximum Federal Pell Grant based upon enrollment status.

Iraq and Afghanistan Service Grant
Beginning in 2024-2025, students eligible for this federal grant will instead receive the maximum Federal Pell Grant, regardless of their calculated SAI.
Eligibility Criteria:
- You may be eligible to receive the Iraq and Afghanistan Service Grant if:
- you are not eligible for a Federal Pell Grant on the basis of your Student Aid Index but
- meet the remaining Federal Pell Grant eligibility requirements, and
- your parent or guardian was a member of the U.S. armed forces and died as a result of military service performed in Iraq or Afghanistan after the events of 9/11, and
- you were under 24 years old or enrolled in college at least part-time at the time of your parent’s or guardian’s death.
- Beginning in 2024-2025, students eligible for this federal grant will instead receive the maximum Federal Pell Grant, regardless of their calculated SAI.
Terms of Grant:
- The grant is equal to the amount of a maximum Federal Pell Grant for the financial aid year but cannot exceed your cost of attendance for that year.
- Due to federal sequestration, there is a required reduction to the amount for which a student would otherwise be eligible to receive.

State Need-based Grants
TopChildren of Veterans Tuition Grant
Eligibility Criteria:
- Student must: be a natural or adopted child of a Michigan veteran; be an undergraduate older than 16 and younger than 26 years of age; enroll at least half time; be a Michigan resident for one year prior to program application; not have a felony conviction involving assault, physical injury, or death; and complete a Free Application for Federal Student Aid (FAFSA) and be eligible to receive federal aid
- Veteran must:
- have been killed in action or died from another cause while serving in a war or war condition in which the USA was or is participating; or –
- have died or become totally and permanently disabled as a result of a service-connected illness or injury; or –
- have been totally and permanently disabled as a result of a service connected illness or injury prior to death and has since died; or –
- be listed as MIA (missing in action) in a foreign country
Terms:
- Up to $1,400 for half-time; $2,100 for three-quarters time; $2,800 for full-time
– OR –
- An amount equal to all of the student’s eligible tuition in that academic year, whichever is less

- Renewable up to four years max., subject to available and approved funding
- Must maintain a cumulative GPA of 2.25 and meet Satisfactory Academic Progress
Michigan Achievement Scholarship
Eligibility Criteria:
- Complete a FAFSA and be eligible to receive federal aid.
- Demonstrate financial need by having a calculated Student Aid Index (SAI) of $30,000 or less.
- Graduate from high school in Michigan with a diploma, a certificate of completion, or achieved a high school equivalency certificate in 2023 or after.
- Enroll at an eligible institution within 15 months of high school graduation or earning a high school equivalency certificate.
- Be enrolled full-time as determined by the participating institution.
- Be a Michigan resident since July 1 of the previous calendar year.
- If a dependent student, parent must also be a Michigan resident since July 1 of the previous calendar year.
- Be a U.S. citizen, permanent resident, or approved refugee.
- Not be incarcerated.
- Be an undergraduate student.
- Not be in default on a Federal student loan.
- For renewal, meet institution’s Satisfactory Academic Progress (SAP) policy.
Terms:
- Up to $5,500 if you attend a Michigan public university or are enrolled in a baccalaureate degree program at a Michigan community college, per year, up to five years

Michigan Competitive Scholarship (MCS)
Eligibility Criteria:
- Qualifying score on the SAT exam taken in high school
- Need-based
- Michigan high school graduates prior to 2023
- Must meet State of Michigan FAFSA deadline (different than the U-M priority deadline; see the Federal Student Aid website
Terms:
- Annual maximum based on state appropriations
- Available for up to five years maximum
- Must be enrolled at least half-time
- Maintain a cumulative 2.0 GPA
- Can only be used for tuition

Michigan National Guard State Tuition Assistance Program
Eligibility:
- Must be active in the National Guard and not absent without leave or under UCMJ charges and meet additional state criteria
- Visit the Education Assistance section of the Michigan Department of Military and Veterans Affairs website for application and instructions
Terms:
- Ranges up to $6,000 for the academic year
- You must report this payment to the U-M Office of Financial Aid when you receive it
MI Future Educators Stipend
Eligibility:
- Complete the MI Future Educator Stipend application.
- Be admitted into an eligible Educator Preparation Program (EPP).
- Be working towards teacher certification.
- Participate full-time or its equivalent in required student teaching coursework.
- Full-time enrollment in required student teaching coursework.
- Have 300 or more student contact hours while student teaching.
- Not be employed by the district as a teacher of record.
- Maintain Satisfactory Academic Progress (SAP).
Terms:
- Award amount is up to $9,600 per semester for the applicant’s full time, required student teaching semester.
- Award amount is not to be counted towards regular financial aid eligibility. Institutions are to pay the student teacher the award amount in full.
- Students are limited to one MI Future Educator Stipend, unless their EPP specifically requires they complete more than
- One semester/term of student teaching in order to become a certified teacher.
- MI Future Educator Stipend is available on a first-come first-served basis. Current and future awards are subject to approved and available funding.

University of Michigan Need-based Grants
TopThe Go Blue Guarantee
Are you a student with a family income of $75,000 or less? U-M will pay full undergraduate tuition and mandatory university fees for up to four years for students eligible for in-state tuition that have family incomes of $75,000 or less and assets below $75,000 and who are pursuing their first bachelor’s degree. Go Blue Grant
Eligibility Criteria:
- Need-based
- In-state undergraduates who meet Go Blue Guarantee eligibility requirements and are pursuing their first bachelor's degree. This grant represents all or a portion of the university's Go Blue Guarantee commitment, which is comprised of a variety of federal and institutional grant aid
- Must complete financial aid application process by priority deadline
- Full-time enrollment or approved Study Abroad
Terms of Grant:
- Grant amount varies based on need and availability of university funds
- Renewable, but must reapply for aid and meet eligibility criteria each year

University of Michigan Grant
Eligibility Criteria:
- Need-based
- Undergraduates pursuing their first bachelor's degree
- Must complete the financial aid application process by the priority deadline
- Must be enrolled at least half-time
Terms of Grant:
- Renewable, but must reapply for aid and meet eligibility criteria each year
Victors Award
Eligibility Criteria:
- Need- and merit-based
- Student qualifies based upon their admissions and financial aid applications for their first year of attendance
- Undergraduates pursuing their first bachelor’s degree
- Must complete the financial aid application process by the priority deadline
- Must be enrolled full time
Terms of Award:
- Will be awarded for up to eight semesters
