How to Apply for Financial Aid

Veterans' Educational Benefits and Financial Aid
TopIn 2009, Congress passed legislation prohibiting colleges and universities from considering veterans’ benefits as a financial resource when evaluating eligibility for federal need-based financial aid.
We understand that the choice to use benefits is a personal decision. Whether choosing to use benefits or not, U-M undergraduate students with military connections are considered for the same institutional need-based aid as any other undergraduate student if they meet eligibility criteria.
In-State Tuition on Basis of Service
TopThe University of Michigan offers in-state tuition to veterans, reservists, active duty service members, and military-connected students who meet eligibility criteria. An application can be completed online. See the U-M Residency webpage for details on the process.
Have you submitted your application for residency? Veteran and military-affiliated students who have submitted their application for residency may request a financial aid estimate while that decision is pending. ROTC Students
TopROTC funding is managed by the individual ROTC Offices. If you have questions about your scholarship, you will want to contact them directly. ROTC scholarships do not impact your eligibility for need-based financial aid.
State Tuition Assistance Program
TopThe Michigan National Guard State Tuition Assistance Program was created by Public Act 249 of 2014 and is administered by the Michigan Department of Military and Veterans Affairs. According to preliminary information from the DMVA, the program will provide tuition assistance of up to $4,500 per academic year to members of the Michigan National Guard. A separate application is required. Eligibility criteria includes:
- Being active in the National Guard (including one weekend/month and two weeks/year)
- Not absent without leave or under Uniform Code of Military Justice charges and
- Meeting additional criteria consistent with recruiting and retention requirements

College Financing Plan
TopThe College Financing Plan (CFP) was created to help students compare college financial aid offers. U-M has made this tool available through the secure Wolverine Access portal at the bottom of the student summary page. It uses federal data about U-M and student data from Financial Aid Notices and will be updated as funding is revised.
